The Italian Ministry for Cultural Heritage and Activities and Tourism (MIBACT) The Italian Ministry for Cultural Heritage and Activities and Tourism (MIBACT) has extensive experience and internationally recognized expertise in the field of cultural heritage. The Italian cultural heritage includes over 3400 museums, 2100 archaeological areas and 49 UNESCO sites. The Italian monumental heritage has determined the development of a complex and pervasive system for the protection and management of cultural heritage. The MiBACT, while being a central entity from the institutional viewpoint, operates at the national level in close cooperation with the social, cultural, economic and productive territorial stakeholders. The Italian model for cultural heritage, of which the MiBACT is the leading actor, embodies a comprehensive and holistic approach whereby protection, prevention, valorization and promotion of national heritage are tools for the administration and development of the territory.
The MiBACT is also responsible for the development and competitiveness of tourism, tracing general guidelines, principles and objectives for the enhancement and competitive development of the national tourism system, implementing initiatives for the tourism sector, planning and managing European Union structural funds. Formez PA
Founded in 1965, Formez PA (Centre of Services, Assistance, Studies and Training for Public Administration Modernization) responds to the Department for Public Administration (DFP) of the Presidency of the Council of Ministers of the Italian Republic.It operates both at national and international level, assisting public
administrations in designing and implementing reform processes, and in
carrying out decentralization of functions, simplification of
procedures, technological innovation and introduction of e-government
services. Formez PA is also the leading Italian mandated body in the
field of Twinning projects, in which it normally acts through its
International Activities Office as financial and logistical manager,
providing support, coordination and backstopping activities to Project
Leaders and technical experts. It is thoroughly familiar with the
requirements of the Twinning projects and is very well equipped to
ensure the smooth running of the project management.
 The Tuscany systemAccording
to the Italian Constitution, the Italian Republic is formed by
Municipalities, Provinces, Regions and the State. The local public
institutions are autonomous, have their own Statutes, their own power
and functions, their own official resources. The general principles
established by the Constitution to ascertain the different functions of
the institutions that form the Republic are those of subsidiarity (the
closeness of the institution to the citizens), differentiation (the
characteristic of each institution to operate in its own specific
sector), adequacy (the capability of an institution to be up to its
assignments and functions).
The Region of Tuscany, the Province of
Florence and the Municipality of Florence all partake in the partnership
for this Twinning. Among their diverse and numerous aims and purposes,
particularly relevant for the present project are, respectively:

The public-private partnership is guaranteed by the collaboration of
the public institutions with the following associations and consortiums:
- CSI Piemonte, a consortium founded on the initiative of the Piedmont Region, the University and Polytechnic of Turin to promote innovation in public administration through ICT and improve the services to citizens and businesses.
- Confservizi CISPEL Toscana,
an association of about 230 public-owned enterprises (POEs) providing
relevant public services at a national and regional level, in the fields
of culture and tourism, among others.
The Jordanian Ministry of Tourism and Antiquities
- The Ministry for Tourism and Antiquities (MoTA) is
the main institution for administering, managing and guiding the
Government of Jordan tourism sector policies and strategies. Its role is
primarily that of enabler and facilitator to deliver public policy for
tourism. Its main roles include:
- strategic planning and policy formulation
- lead partner for coordinating and delivering the National Tourism Strategy (NTS)
- creation of an enabling environment for the tourism industry’s development
- tourism planning and development
- development of the domestic tourism market
- regulation (of the Tourism Law and its various by-laws)
- The Department of Antiquities (DoA), as part of the MoTA, is the official ministerial authority, mandated by law, to be responsible for the following tasks:
- protection, conservation and presentation of antiquities
- archaeological site planning and management
- studies and research
- The Jordan Tourism Board (JTB),
a quasi-government, semi-independent agency whose mission is to lead
the branding, promoting and positioning of Jordan as a destination of
choice. Its stated vision is to be a pioneering tourism board achieving
organizational excellence to maximize the impact of tourism on national
economy. Among its tasks and duties:
- marketing and promotion of Jordan as a tourism destination in selected international markets
- public relations and communications
- management of web and social media strategy
