Activity 1.1 - Assessment of the needs, capacities and functioning of MoTA and its capability to effectively implement the National Tourism Strategy


The objective of the activity was to lay the foundations of a complete capacity building path for the personnel of the MoTA, aimed at increasing a common shared vision of the strategic role of the Ministry among all level of employees, so as to use at the best the contribution of each one for a smoother, richer and smarter productivity in the Ministry.

Detailed Activities
  • 1.1.1 Collection of relevant information and data including the identification of roles, competencies and results to be achieved by relevant MoTA departments at central and local level 
  • 1.1.2 Analysis of collected information, including information on human resource capacity and production of recommendations for a comprehensive capacity building programme (organisational improvement and Training Needs Analysis) 
  • 1.1.3 Design and implementation of discussion forums with MoTA relevant officials (such as Head of HR and Heads of Units) to confirm and validate the recommendations and to share identified proposals for raising efficiency 
  • 1.1.4 Finalisation of the organisational assessment report, including benchmarking analysis, and of the Training Needs Analysis (TNA)
